For more than fifteen years, Mr. Parker has been
working with the financial, strategic planning, management, and
administrative aspects of water and wastewater utility systems.
His professional experience encompasses a wide range of financial
and management related issues within the utility industry.
He has assisted governmental utility systems throughout the
southeast region with retail and wholesale rate studies, financial
planning and feasibility analyses, regionalization efforts, capital
improvement funding, valuations for utility mergers and acquisitions,
cost-of-service allocations, revenue bond issues, and impact fee
studies.
Mr. Parker has also made presentations associated with the
financial feasibility of capital funding programs to local government
commissions, rating agencies such as Moody’s and Standard & Poor’s, as
well as bond insurers in order to assist public utility systems in
issuing bonds, improving their credit ratings and lowering their
issuance costs. In addition, Mr. Parker has assisted utility
systems in obtaining grants and low-interest loans from such government
funding programs as CDBG, USDA Rural Development and the State Revolving
Fund.

Mr. McClung has over twenty three years of municipal utility
consulting experience and has served as project manager with regard to a
variety of projects associated with municipal water, wastewater, and
electric utilities. His experience encompasses the full range of
utility finance issues, including retail and wholesale ratemaking,
revenue bond financial feasibility reports, valuation studies for
acquisitions and mergers, capital financing analyses, economic
feasibility studies, and strategic/business planning. Mr. McClung
has also assisted utility systems in the formation of regional water and
wastewater systems, including development of financial feasibility
analyses to determine the viability of such regionalization.

Ms. Brown has over twenty eight years of municipal
utility rate and regulatory consulting experience.
She has assisted clients in the development of retail rate studies, cost
of service studies, and revenue requirements; deregulation planning;
strategic planning; valuation; representation in litigated regulatory
proceedings; power supply negotiations, analyses, contract development;
and audits of utility contracts. Ms. Brown has extensive experience in
wholesale and retail ratemaking and has represented numerous municipal,
cooperative, university, and regulatory clients in proceedings before
the Federal Energy Regulatory Commission (“FERC”) and various state and
local commissions. She has negotiated the settlement
of rate cases and has presented expert testimony as a witness in
litigated proceedings. As an expert witness, Ms.
Brown has presented testimony on revenue requirement issues,
cost-of-service studies and allocation methodologies, rate design,
merger impacts, utility valuations, and terms and conditions of service,
as well as stranded costs and deregulation policies.
